From Google AI.
In parliamentary procedure, particularly under Robert's Rules of Order, crosstalk (or speaking over one another) is strictly prohibited during debate, and members must address the chair, not each other, to maintain order and ensure everyone hears the business at hand.

Here's a more detailed explanation:

Addressing the Chair:
Members must address their remarks to the presiding officer (the chair), not directly to other members.

No Crosstalk:
During debate, members must not interrupt or speak over one another.

Maintaining Order:
The chair has the responsibility to maintain order and ensure that only one person speaks at a time.

Point of Order:
If a member observes crosstalk, they can raise a point of order to alert the chair to the infraction.

Focus on the Issue:
Debate should focus on the issue at hand, and personal attacks or remarks are not permitted.

Respectful Debate:
Parliamentary procedure aims to facilitate respectful and productive debate, and crosstalk disrupts this process.
